Scratch & Sniff ep question

I just watched Scratch & Sniff last night and think I may have seen Dave Elsey as "a member of the crowd". When John and D'Argo are in the window, being watched by the LoMo folks, is that Dave in the vivid blue vest, standing behind Raxil? (I haven't had time to double check SNS against Dave's appearance in the 3.5 DVD's A Look At Season 3.)

Dave Elsey is the head of the Creature Shop team on Farscape. Along with Lou Elsey and Colin Ware, he's responsible for all the things like the Scorpy make-up, the prosthetics, the aliens-of-the-week, etc.
