well according to a friend of mine, the United States was a confederacy until like 20 years after the Revolutionary war, but neither of us can think what president that was

my history books said it was George Washington.
I think what you're referring to is that the Articles of Confederation was agreed to by Congress of the thriteen colonies in 1777? something like that, and that the Constitution wasn't signed until 1787.
I believe that the Articles of Confederation does declare that that the colonies would call themselves "The United States of America", so I'm pretty sure George was the first prez. There were changes to president's powers (and the balance of powers with the other branches of government) but I think the title has remained the same.
Now, that's me dredging up stuff I had in school about 35 years ago, so if someone has better info, please go ahead and correct me.

George Washintong was the first president after the Constitution was approved.
But before the constitution, it wasn't really the usa, so whoever was there as president doesn't count.
Anyway, Peyton Randolph?

The Articles of Confederation were used from 1777 until 1789. Not 20 years. But the answer is John Hanson (http://www.marshallhall.org/hanson.html)

From the link that I posted.

Six other presidents were elected after him - Elias Boudinot (1783), Thomas Mifflin (1784), Richard Henry Lee (1785), Nathan Gorman (1786), Arthur St. Clair (1787), and Cyrus Griffin (1788) - all prior to Washington taking office. Why don't we ever hear about the first seven Presidents of the United States? It's quite simple - The Articles of Confederation didn't work well. The individual states had too much power and nothing could be agreed upon. A new doctrine needed to be written - something we know as the Constitution.

actually it was the USA before the Constitution. The USA just operated under a different governing concept.
The Confederate States of America were organized under the Articles of Confederation... and there was talk among those in the Government of that 'Country' that the Articles didn't give the Central Government enough power and if the CSA would have won the 'Civil War' they would have altered the Articles to give more power to the Central Government.
