my question is, why are klingons learning klingon?

Because they're actually Klingon-Canadian. They didn't learn Klingon in elementary or high school, because, Canada's only a bilingual contry: French and English. For some reason Klingon doesn't cut it as an official language up here.
As for grinner's book, I'm told it's the text! :D

Just a humorous throw at how we don't have Klingon as a language... or... well... personally I'm happily in a unilingual country anyway.
